Rosebud County commissioners on Thursday approved three resolutions changing how the county handles health insurance for retirees, employees on a high-deductible plan and newly elected officials. In Dawson County, the fair board narrowed its entertainment list for next year and, according to the Glendive Ranger-Review, voted to stay with professional rodeo. The Bureau of Land Management opened public comment on a proposed Yellowstone River fishing access site near Terry. ## Rosebud County

### Board of Commissioners

At their weekly board meeting Thursday, Oct. 29, in Forsyth, commissioners approved the claims and then voted separately on three insurance resolutions that the [week's agenda](https://rosebudcountymt.gov/wp-content/uploads/2026/10/10-26-26.pdf?ref=bunchgrass.org) had listed on the consent agenda. No commissioner voted against any of them.

- Resolution 2026-29 sets the county's insurance contribution for eligible retirees under 65\. During discussion, a commissioner said retirees need at least five years of continuous service to qualify, which he described as following state retirement system rules.
- Resolution 2026-30 sets the county's health savings account contribution for employees on the high-deductible health plan, written to meet IRS requirements.
- Resolution 2026-31 sets when insurance coverage begins for newly elected county officials. A commissioner said the question arose after the county moved its employee coverage from a self-insured pool to a health care trust, and that under the old rule a county employee elected to a new office could have gone a month without coverage. Under the resolution, he said, newly elected officials are covered from their first day in office if they complete enrollment paperwork beforehand.

The resolutions' dollar amounts were not available Friday.

During public comment, a county elections official said polling places will be open 7 a.m. to 8 p.m. on Tuesday, Nov. 3, except Ingomar and Rosebud, which open at noon. She said absentee and early voting at the elections office ends at noon Monday, Nov. 2, and that Rosebud County ballots can be dropped at any county polling place or at the elections office on the courthouse's second floor until 8 p.m. Tuesday.

Coming up: The [Nov. 2 to 6 agenda](https://rosebudcountymt.gov/wp-content/uploads/2026/10/11-2-26.pdf?ref=bunchgrass.org) lists a Big Sky Passenger Rail Authority community meeting at 2 p.m. Monday, Nov. 2, at City Hall; it does not say which city. The courthouse will be closed Tuesday, Nov. 3, for the general election. The board will consider October minutes and claims at its weekly board meeting, 10 a.m. Thursday, Nov. 5, in the Commissioners' Office at the Rosebud County Courthouse in Forsyth.
