## Umatilla County

### Umatilla County Board of Commissioners

The Umatilla County Board of Commissioners meets Monday, Nov. 9, at 9 a.m. in Room 130 of the Umatilla County Courthouse, 216 SE Fourth St., Pendleton. The public can join by Google Meet or phone; the links are on the [meeting agenda](https://co.umatilla.or.us/fileadmin/user%5Fupload/BCC/Agendas/2026/11-09-2026/11-09-2026%5FBCC%5FMeeting%5FAgenda.pdf?ref=bunchgrass.org).

The agenda lists 13 business items by title only, without dollar amounts. Among them: the fall 2026 Community and Economic Development grants, planning intergovernmental agreements for the Umatilla River Trail, an agreement with the soil and water conservation district, a request for proposals for the natural hazards mitigation plan, and Sheriff's Office vehicle purchases. An executive session on employment, real property and exempt records, closed to the public, follows. Public input is taken early in the meeting; questions go to askyourcommissioners@umatillacounty.gov or 541-278-6204.

### Hermiston City Council

The Hermiston City Council meets Monday, Nov. 9, at 7 p.m. in the Council Chambers at City Hall, 180 NE Second St. The meeting streams on the city's YouTube channel, and residents can take part by Zoom by registering with meetings@hermiston.gov by 8 a.m. the day of the meeting, as the [agenda](https://mccmeetings.blob.core.usgovcloudapi.net/hrmstnor-pubu/MEET-Agenda-96bc212634bf4c4080cf5d945ef2a2fa.pdf?ref=bunchgrass.org) explains.

The council holds a public hearing on the 2026 Hermiston Transportation System Plan, followed on the agenda by Ordinance No. 2388, which would repeal the 1997 plan and adopt the new one, Ordinance No. 2389, which changes city code to carry it out, and Resolution No. 2443, amending public works standards. The [staff report](https://mccmeetings.blob.core.usgovcloudapi.net/hrmstnor-pubu/MEET-Packet-96bc212634bf4c4080cf5d945ef2a2fa.pdf?ref=bunchgrass.org) says the city's population has doubled to about 20,000 since the old plan was written. The new plan reclassifies several streets, including Feedville Road, and changes planned projects: it drops a planned East Elm Avenue bridge over the Umatilla River in favor of a crossing at Punkin Center, and changes the planned East Highland Avenue and SE Fourth Street intersection from a signal to a roundabout. A $250,000 state grant paid for the update.

The council is also scheduled to vote on Resolution No. 2448, a Union Pacific crossing agreement for the Geer Road and Harper Road realignment. The staff report puts the work at $417,075, to be paid from a state legislative earmark for the project. Resolution No. 2449 would buy two lots from Hermiston Home Works next to about 4.45 acres the developer already gave the city for a park near SE 10th Street. The staff report lists the cost as $125,000 from the street construction reserve and $77,500 from parks system development charges. The meeting closes with an executive session on trade negotiations and litigation. Speakers on items not on the agenda get five minutes; written comments go to meetings@hermiston.gov and must include the sender's full name and place of residence.

The first, continued from Sept. 30, is a conditional use permit for Olin Homes to build multi-unit housing and mini-storage on seven lots at NE Emerald Drive and NE 11th Street. The second is on code amendments to carry out state housing law changes; the [packet](https://mccmeetings.blob.core.usgovcloudapi.net/hrmstnor-pubu/MEET-Packet-6e9f0221674e44e1885d8a6ed1e16e8a.pdf?ref=bunchgrass.org) says the draft drops optional middle housing types the city had considered. The agenda gives no dollar amounts, and the meeting ends with an executive session on exempt records. Citizen comments are limited to three minutes.

## Baker County

### Baker County Board of Commissioners

The Baker County Board of Commissioners holds a special session Monday, Nov. 9, at 9 a.m. at the Baker County Courthouse, 1995 Third St., Baker City, with Zoom through the county's [online meetings page](https://www.bakercountyor.gov/online/meetings.html?ref=bunchgrass.org). The [agenda](https://www1.bakercounty.org/PressRel.nsf/%24%24OpenDominoDocument.xsp?documentId=7B4A858CF8C0223C88258EA7006A7B6E&action=openDocument&ref=bunchgrass.org) sets a second amendment to the county's agreement with the Oregon Health Authority for community mental health funding at 9:10 a.m. and a contract amendment and state reimbursement timeline for New Directions at 9:20 a.m. At 9:40 a.m., commissioners sit as the contract review board on the 2025-29 law enforcement collective bargaining agreement and a law enforcement canine memorandum of understanding. Commissioners are also scheduled to sign documents for the Albertsons opioid settlement. Citizen participation comes early in the meeting. The office number is 541-523-8200.

### Baker City Council

The Baker City Council meets Tuesday, Nov. 10, in the Council Chambers at City Hall, 1655 First St., with a work session at 5 p.m. and the regular meeting at 6 p.m. Agendas and the packet are on the city's [meeting portal](https://bakercityor.portal.civicclerk.com/?ref=bunchgrass.org). The work session's only item is discussion of a right-of-way ordinance.

At the regular meeting, the council is scheduled to vote on reconfiguring Main Street, a state highway (US 30 and OR 7), from four lanes to three between Campbell Street and Auburn Avenue, as recommended unanimously by the city's Main Street Committee. The staff report says the item was paused during a petition effort and is back because councilors and residents asked for a vote. It says the city has not received updated signatures on the petition, and that because Main Street is a state highway, a voter-approved petition would not necessarily be binding.

Staff recommends approval, citing pedestrian safety and 47 crashes on the corridor from 2015 to 2024\. The report says the Oregon Department of Transportation has confirmed it can cover the cost except for repainting parking markings, which would cost the city about $10,000\. The proposed motion would authorize the city manager to go ahead if ODOT pays, and would have the city review the change after two years and decide whether to return to four lanes. The packet includes letters for and against the change. Public comment comes before the consent agenda.

## Malheur County

### Malheur County Court

The Malheur County Court holds a special meeting Tuesday, Nov. 10, at 9 a.m. Mountain time in Room 106 of the Malheur County Courthouse, 251 B St. W., Vale. The public can also join on GoToMeeting, access code 299-510-653, as listed on the [updated agenda](https://www.malheurco.org/wp-content/uploads/Departments/CountyClerk/County%20Court%20Agendas/111026-Special-Meeting-updated.pdf?ref=bunchgrass.org). The court will deliberate and select a proposer from its request for proposals for ambulance service in the Ontario and Nyssa/Adrian service areas. Business items include crossing permits, minutes and an offer to purchase 5611 Willis St. The court may allow public comment, with a possible three-minute limit. The county's [agendas page](https://www.malheurco.org/county-clerk/county-court-agendas-minutes/?ref=bunchgrass.org) lists no regular meeting for Wednesday, Nov. 11.

It holds a public hearing on a legislative amendment to the city's comprehensive plan and its zoning, land use procedure and land development codes, Titles 10, 10A, 10B and 10C. Agendas are on the city's [meeting portal](https://ontarioor.civicclerk.com/web/home.aspx?ref=bunchgrass.org).

### Ontario City Council

The Ontario City Council meets Tuesday, Nov. 10, at 6 p.m. Mountain time at City Hall, 444 SW Fourth St., with a Zoom link on the agenda, posted on the city's [meeting portal](https://ontarioor.civicclerk.com/web/home.aspx?ref=bunchgrass.org). The consent agenda includes housing incentive approvals. The council holds a public hearing on a deed of dedication for a public utility easement from Keizer Enterprises to the city, considers appointing Debbie Blackaby to the budget committee and discusses whether to cancel its Nov. 24 meeting. It ends with an executive session on the city manager's evaluation, with possible action afterward. Public comments are limited to three minutes.
